Fact as Source for event

How should I be recording incidents where the evidence for an event is provided by a 'fact' rather than a gedcom defined event?
For Example, often the evidence for a RESI (residence) may be an electoral register, company record, legal paper, telephone directory etc. To date when creating the RESI entry using the Aries editor I have added a SOURCE and manually entered a non-standard value as the "event" e.g. "Directory".
I understand this is incorrect and using non-standard value wrong. It would seem that I should be using "FACT" in the source definition. That option doesn't seem to appear in the dropdown for "event" on the source criteria definition dialog.
Similar situations exist when adding yearbooks or school registers as evidence for education events.
How should I handle these situations?

The event part of a source or source citation is optional.
You can just avoid to define the tag.
